The city has many residents. A lot of them travel from the wilds on the other side of the forest, and come to the city with nothing to their names. Their first stop is often the slums.
The slums float on the mouth of the river that runs alongside the city. New residents pay pennies for a delivery of rubbish from the city's massive rubbish tip. This is manually compacted into a floating island, and then covered in sand from the shoreline.
Atop the floating rubbish beach, people build all kinds of shacks to live in. They range from temporary tarp lean tos all the way to more permanent structures of discarded metal pipe and proper building materials. There are many people packed into a small space, waiting for the day they can afford a real home. Sometimes they never can.
The floating slums are in a constant danger of flooding, and during heavy downpours it becomes very dangerous. The city authorities are also trying to clear the floating debris of society away, but as soon as they clear one bit another springs up.
